Overall responsibilities
PFSCM is expanding its Pooled Procurement Mechanism (PPM) portfolio to include non-grant financed procurement channels, including programmes funded through different non-grant donor mechanisms and delivered in partnership with The Global Fund. This is a high-visibility business channel with distinct operational, compliance, financial, and stakeholder-management requirements that differ from PFSCM's established grant-funded PPM operations.
The Programme Manager is accountable for the effective planning, coordination, governance, and delivery of the non-grant programme. The role provides end-to-end programme leadership across Client Services, Logistics, Sourcing, Quality Assurance, Finance, and other relevant functions, ensuring that programme commitments are delivered against agreed scope, timelines, service requirements, compliance obligations, and cost parameters.
The Programme Manager acts as the primary operational coordination point for the programme and establishes clear priorities, programme plans, governance routines, risk and issue management, and stakeholder communication. The role provides functional leadership across programme workstreams and drives timely resolution of cross-functional dependencies and issues, escalating matters outside the delegated mandate to the Senior Procurement and Client Services Manager and, where appropriate, the PPM Director.
The Programme Manager will build and continuously improve the operating model for the non-grant channel, including programme processes, controls, SOPs, onboarding materials, reporting, and performance measures. As business volume develops, the role is expected to increase its ownership of the dedicated non-grant business area and contribute to its scalability and long-term operating model.
The role does not carry a standard grant-funded PPM order portfolio and is specifically focused on the non-grant portfolio. However, some aspects of PPM projects may still need to be managed or supported within the scope of this role, depending on project requirements and responsibilities.
Specific responsibilities
Programme Leadership, Planning & Delivery
- Own the programme plan and coordinate end-to-end delivery of non-grant procurement and PPM activities from requisition receipt through purchase order issuance, shipment, delivery, receipt confirmation, invoicing triggers, and financial closure.
- Establish programme priorities, milestones, dependencies, deliverables, and service-level expectations, and ensure responsible functions understand and meet their commitments.
- Apply structured project/programme management methods (scope, schedule, resource, and risk
management) to plan, sequence, and track deliverables. - Drive resolution of cross-functional issues and dependencies, making operational decisions within the agreed programme mandate and escalating material issues or decisions outside that mandate.
- Maintain oversight of programme capacity, workload, timelines, and cost baselines, identifying variances early and leading corrective actions within delegated authority.
- Ensure programme activities remain aligned with agreed objectives, contractual requirements, PFSCM policies, SOPs, and quality management requirements.
Client & Stakeholder Management
- Act as the primary operational programme contact for relevant Principal Recipients/Eligible Buyers and The Global Fund counterpart teams, establishing structured and proactive communication throughout programme delivery.
- Lead onboarding of Principal Recipients new to the PPM channel, including registration, waivers, unplanned costs, storage, receipt confirmation, and other programme-specific requirements.
- Manage stakeholder expectations, dependencies, escalations, and sensitive communications, ensuring issues are addressed transparently and in a timely manner.
- Respond to urgent or ad-hoc customer requests, re-prioritising programme activities as needed to
protect seamless service delivery, without compromising governance or compliance. - Build effective working relationships across PFSCM and with external stakeholders, suppliers, Principal Recipients, and donor counterparts to support successful programme outcomes.
- Represent programme priorities internally and ensure external stakeholder requirements are translated into clear actions for the relevant PFSCM functions.
Risk, Compliance & Programme Controls
- Own and maintain the programme risk and issue register, assess risks, assign mitigation actions, and monitor timely closure.
- Ensure compliance with non-grant specific programme requirements, including delivery-based invoicing triggers, Certificate of Receipt (COR) collection, cost baseline controls, and applicable contractual requirements.
- Coordinate resolution of contractual, policy, quality, and compliance matters with Legal, Quality Assurance, Finance, and other relevant functions.
- Ensure programme controls provide a clear, auditable record of decisions, approvals, risks, issues, actions, and stakeholder communications.
- Identify emerging compliance or operational risks and initiate preventive or corrective actions before they affect programme delivery.
Programme Governance, Performance & Reporting
- Establish and maintain programme governance routines, including regular programme meetings, agendas, decision records, action tracking, and escalation mechanisms.
- Own programme performance monitoring and ensure agreed KPIs, milestones, service levels, risks, and deliverables are tracked and reported.
- Prepare regular programme status reports for internal leadership and relevant external stakeholders, highlighting progress, decisions required, risks, dependencies, and corrective actions.
- Coordinate development and implementation of programme KPI reporting as requirements are established with the funder and stakeholders.
- Maintain complete and auditable programme documentation, trackers, issue logs, decisions, and communication records.
Data Management Quality
- Own the accuracy, completeness, and timeliness of programme data (orders, shipments, receipts,
KPIs) across systems and trackers, working with the Data Analytics & Reporting team to agree
data definitions, validation rules, and routine reconciliations. - Identify data quality gaps or inconsistencies, and lead corrective and preventive actions jointly
with the Data Analytics & Reporting team and other relevant functions, including root-cause
analysis, tracking open issues through to closure, and reporting status to management. - Support continuous improvement of data structures, tools, and reporting processes in
partnership with the Data Analytics & Reporting team, so that reporting supports
decision-making and stays audit-ready (traceable, documented, and consistent across reports).
Process Development, Continuous Improvement & Scale
- Own development and continuous improvement of the non-grant programme operating model, including SOPs, work instructions, onboarding materials, templates, and communication protocols.
- Identify process gaps, operational inefficiencies, and scalability risks and lead improvement initiatives with relevant functions.
- Document lessons learned and translate them into improvements to programme processes, controls, stakeholder management, and service delivery.
- Support design of a scalable operating model as programme volume grows, including clear roles, governance, controls, and performance measures.
- Lead onboarding and knowledge transfer for staff and stakeholders joining or supporting the programme
Qualifications
Professional and Technical Knowledge
- A Bachelor's degree in Supply Chain Management or a relevant field (e.g., Business Administration, Public Health, International Development, Logistics).
- Project Management Certification (e.g., PMP, PRINCE2, or equivalent), or willingness to obtain one.
- Minimum 5 years of experience as programme manager in procurement, supply chain, programme management, client services, or a related operational environment, preferably in global health, humanitarian, or donor-funded settings.
- Strong understanding of health commodity procurement, international logistics, and donor-funded procurement environments.
- Familiarity with donor-funded programme requirements (e.g., USAID, GHSC-PSM, or similar) and/or The Global Fund's PPM procurement model is a strong advantage.
- Proficiency with Excel-based tracking and reporting tools and ERP/procurement systems.
- Demonstrated experience leading multi-stakeholder programmes or projects with competing deadlines and high visibility.
- Experience driving cross-functional delivery and aligning stakeholders across donor, supplier, government, and/or Principal Recipient organisations.
- Demonstrated experience in programme planning, risk and issue management, stakeholder management, and structured governance.
- Familiarity with quality management systems and structured documentation practices.

- Excellent written and verbal communication skills in English, with sound judgement when handling sensitive communications in a politically visible environment.
- Strong interpersonal skills with client relations and customer service experience and an ability to work across disciplines and in diverse locations internationally.
